Fiona Deller and Associates is a research, program development and strategic planning consultancy, working primarily in education (K-post-secondary education), training, skills and the non-profit and charitable sectors. Our principles and associates have decades worth of experience in research, evaluation, program and policy development, strategic operations and planning, organizational design,
and facilitation. Our model is to put together the right team for each project, drawing upon our wide network of associates with expertise and experience in different areas, depending on your needs and the project scope.
What we do
Collectively, Fiona Deller and Associates have decades of experience conceptualizing, designing and executing a variety of different types of research and evaluation projects, from local and community-based initiatives to programs on the provincial and national levels. Stacey and Fiona have expertise in both qualitative and quantitative methods, including designing key performance indicators; managing and analyzing large data sets; conducting expert interviews and focus groups; and providing formative
and summative program evaluation.

Facilitation and Workshops
Fiona and Stacey bring many years of experience in teaching in post-secondary education institutions, as well as facilitating learning in more informal contexts and to a variety of ages. We are highly adept at leading engaging workshops on program development, research strategies and best practices in program evaluation. We help organizations build capacity and design innovative evaluation and research approaches and strategies that meet organizational and program needs, and help communicate impact.
Strategic Operations and Design
Our combined years of senior management experience at a variety of government and not-for-profit organizations means we understand and can execute strategic planning and operations in different environments. Recent projects for our clients have included long-term vision papers, operational planning, policy papers for government, theories of change, and strategic planning papers. We help organizations be innovative in the ways they operate and change the world around them.
Current & Past Projects
People for Education
In 2019, Fiona Deller and Associates wrote a strategic vision paper for People for Education, for the purposes of guiding the future of the organization. We conducted expert interviews with organizational leaders across Canada to produce National Public Education Entities in Canada: what works, what doesn’t, what’s missing?
In 2019 ContactNorth hired us to run workshops for senior staff to develop research and evaluation capacity within the organization.
The University of Toronto and Environics
In 2019 we worked with Environics on a project for the University of Toronto Engineering department to help them rethink their student survey on diversity
and mental health.
Youth Empowering Parents
In 2018, we provided support in grant writing and government relations to build capacity with this organization as it was expanding its unique, youth-led computer and ESL for training for newcomers throughout Canada.
Colleges and Institutes of Canada (CICan)
In 2020, Fiona Deller and Associates conducted a pan-Canadian review of the use of post-graduate credentials by colleges, which included extensive expert interviews across the country, resulting in the report entitled, Post-graduate credentials in Canadian colleges: an environmental scan.
Hamilton Community Foundation
Since 2014, we have been working with the Hamilton Community Foundation on the design, implementation and evaluation of a series of highschool and access to PSE student success initiatives.
As part of an effort to help a small, specialized university understand the true costs and benefits of developing articulation agreements, we identified and quantified the potential cost drivers of developing agreements with other post-secondary institutions in order to help the institution allocate
resources accordingly. The project was supported by the Ontario Council for Articulation and Transfer
Rideau Hall Foundation
In 2019, we began work with the Rideau Hall Foundation to design, build and implement Catapult Canada, a national hub for post-secondary education resources, peer-to-peer learning and community of practice.
The Future Skills Centre
2019 to the present, Fiona Deller and Associates has been working with the
national, federally funded organization to build a set of innovative practices to support organizations working in the skills development eco-system. This included the operationalization of policy objectives (grantee proposal and report review), building a content and engagement strategy for a digital
Community of Practice, and crafting a Northern Skills Strategy.
Bantani Education (EU)
As part of a series of workshops for teachers on how to best introduce
entrepreneurial competencies into their everyday teaching practices, we prepared a video case study on how best to align and assess program objectives, as well as identify the appropriate metrics.
Who we are
Fiona has spent much of her career conducting research and evaluation, creating policy and designing programs related to student equity, success and access to postsecondary education. Before starting her own consulting business, Fiona previously held senior management positions with the Higher Education Quality Council of Ontario (HEQCO), the Council of Ministers of Education Canada (CMEC), and has worked for the Ontario and federal governments. Fiona also taught program evaluation and research design for eight years at Ryerson University. Fiona is passionate about designing practical solutions that meet students’ needs, and creating an accessible, user-friendly educational ecosystem. Fiona has a BA and MA from McGill in history, and a PhD from the Ontario Institute for Studies in Education at University of Toronto in the field of higher education theory and policy.
Stacey J Young

Stacey is the Principle Consultant at Fiona Deller and Associates, and works with British ad European education-focused, non-profit organizations. She has 25 years’ experience in the education, higher education, government and non-profit sectors in Ontario, Canada, with a focus on funding, strategic and sector planning, policy and program development and research and program evaluation. She has held senior leadership positions at Pathways to Education Canada, the Ontario Council for Articulation and Transfer, and The Learning Partnership (TLP). At TLP, she transformed the way learners were assessed for entrepreneurial and communication competencies. Stacey has a BA and an MA in social anthropology and sociology, and a PhD in Higher Education from OISE/UT. She has taught higher education policy and practice and worked in policy and advisory capacities at the universities of Toronto, Ryerson, OCAD and York. She is published in the areas of the history of higher education, higher education finance and policy, the political economy of higher education, and credit transfer and university differentiation.
