Fiona Deller and Associates is a research, program development and strategic planning consultancy, working primarily in education (K-post-secondary education), training, skills and the non-profit and charitable sectors. Our principles and associates have decades worth of experience in research, evaluation, program and policy development, strategic operations and planning, organizational design,
and facilitation. Our model is to put together the right team for each project, drawing upon our wide network of associates with expertise and experience in different areas, depending on your needs and the project scope.
What we do
Collectively, Fiona Deller and Associates have decades of experience conceptualizing, designing and executing a variety of different types of research and evaluation projects, from local and community-based initiatives to programs on the provincial and national levels. Stacey and Fiona have expertise in both qualitative and quantitative methods, including designing key performance indicators; managing and analyzing large data sets; conducting expert interviews and focus groups; and providing formative
and summative program evaluation.

Facilitation and Workshops
Fiona and Stacey bring many years of experience in teaching in post-secondary education institutions, as well as facilitating learning in more informal contexts and to a variety of ages. We are highly adept at leading engaging workshops on program development, research strategies and best practices in program evaluation. We help organizations build capacity and design innovative evaluation and research approaches and strategies that meet organizational and program needs, and help communicate impact.
Strategic Operations and Design
Our combined years of senior management experience at a variety of government and not-for-profit organizations means we understand and can execute strategic planning and operations in different environments. Recent projects for our clients have included long-term vision papers, operational planning, policy papers for government, theories of change, and strategic planning papers. We help organizations be innovative in the ways they operate and change the world around them.

Who we are
Fiona has spent much of her career conducting research and evaluation, creating policy and designing programs related to student equity, success and access to postsecondary education. Before starting her own consulting business, Fiona previously held senior management positions with the Higher Education Quality Council of Ontario (HEQCO), the Council of Ministers of Education Canada (CMEC), and has worked for the Ontario and federal governments. Fiona also taught program evaluation and research design for eight years at Ryerson University. Fiona is passionate about designing practical solutions that meet students’ needs, and creating an accessible, user-friendly educational ecosystem. Fiona has a BA and MA from McGill in history, and a PhD from the Ontario Institute for Studies in Education at University of Toronto in the field of higher education theory and policy.
Stacey J Young

Stacey is the Principle Consultant at Fiona Deller and Associates, and works with British ad European education-focused, non-profit organizations. She has 25 years’ experience in the education, higher education, government and non-profit sectors in Ontario, Canada, with a focus on funding, strategic and sector planning, policy and program development and research and program evaluation. She has held senior leadership positions at Pathways to Education Canada, the Ontario Council for Articulation and Transfer, and The Learning Partnership (TLP). At TLP, she transformed the way learners were assessed for entrepreneurial and communication competencies. Stacey has a BA and an MA in social anthropology and sociology, and a PhD in Higher Education from OISE/UT. She has taught higher education policy and practice and worked in policy and advisory capacities at the universities of Toronto, Ryerson, OCAD and York. She is published in the areas of the history of higher education, higher education finance and policy, the political economy of higher education, and credit transfer and university differentiation.
